Today the de-localized problems, or in other words problems concerning the world as a whole, the disappearing cultural niches, or local markets, cannot tolerate the pressure coming from the well-known phenomena of globalization, a pressure that does not only concern production and the economy but it is also cultural or symbolic. However, within this proliferation and spread, for historical and/or geographical reasons, there exist identifiable contexts, which are quite distinguishable from other contexts.

ANCEI is goal within the European territory is to contribute to the development of a new European citizenship in relation to the world, without denying or leaving behind all those local cultural characteristics, which represent what enables us to identify specific contexts and to distinguish them from others.Our priority is the need to think globally and act locally in order to develop, through training, knowledge of European institutions, training and job opportunities that are offered within the EU, a growing awareness of a national identity in a European dimension and the need to think about European education as a broader and more inclusive global education. Spreading the knowledge of career opportunities is thus a must. Giving information is a preliminary step. Italy only uses part of the European funds for development, which includes training.

However the economic and operational reasons go beyond the possible use of resources, which still is a very important reason. Establishing connections with the European legislation leads to the spread of the European outlook. It is a matter of mentalities, not of material things. It is a matter of harmonizing the national educational style with that of the other nations in europe and abroad. The aim is the formation of a cultural unity. Being part of the European dimension is both an opportunity and a task that now takes on a strategic value for our future.

In harmony with the policies set by the European Union on the development of social issues and on national laws for the recovery of growth differentials between production areas and sectors, ANCEI’s goal is to encourage the development of human resources and to improve the skills and professional knowledge of human capital with a view to encouraging Lifelong learning.

Education and training are crucial in a period of economic and social changes. The flexibility and security needed to get more jobs and better jobs depend on ensuring that all citizens are given the opportunity of acquiring knowledge and skills throughout their lifespan. In recent years, ANCEI has worked for a gender perspective to become part of its own indicators of quality both to develop “gender expertise” in their trainers in order to outline a framework of knowledge based on an analysis of gender to effectively target actions aimed at the female and male subjects, and to achieve the necessary quality of innovative services. Adopting an approach which sees the gender difference as an element of knowledge, experience and awareness has led to a radical rethinking of methodologies and tools, consequently representing the most dynamic element of innovation in training in recent years.

The changes that have taken place over the years in terms of employment have involved an increasing number of people in the discontinuity of the professional training and they have resulted in a constant adjustment of methodologies and tools to address groups of trainees increasingly heterogeneous with respects to gender, age, cultural, social ñeconomic characteristics, etc.. This fact, coupled with the belief that the gender difference is not about women, but about the ability to interpret reality and to recognize individuals who live in it, led ANCEI to intensify its efforts in mainstreaming actions, which allow us to transfer the experience gained in training women onto other contexts and individuals.
